Serkan Seyhan completed his undergraduate education at Marmara University Faculty of Law. He then pursued a master’s degree in Public Law at Istanbul Kültür University, where he successfully defended his thesis titled "Administrative and Judicial Review of Tenders Under the Public Procurement Law No. 4734" in 2018. Continuing his academic journey, he earned his PhD in Public Law from the same university in 2023 with his thesis on "The Responsibility of the Administration Within the Scope of Artificial Intelligence Technologies."

As a faculty member in the Department of Administrative Law at Istanbul Kültür University Faculty of Law, Seyhan specializes in administrative and administrative jurisdiction law, procurement law, public personnel law, expropriation law, and the responsibility of the administration. He is proficient in both English and French.
