Zafer İçer received his bachelor degree from Marmara University Faculty of Law in 2008 and his master degree from Marmara University Institute of Social Sciences in 2011 with the title of "Legal Persons in Turkish Criminal Law". His doctoral studies were carried out at the Leibniz University in Hannover, Germany, and at the Ruhr University in Bochum, Germany, between August 2014 and July 2015 with the support of TUBITAK for international scientific research. In 2017, he received his PhD degree on the field of Public Law with the title of "Separation of Preparatory Acts and Execution Acts" from Marmara University Social Sciences Institute. Zafer İçer, who is still working at Marmara University Faculty of Law's Criminal and Criminal Procedure Law Department, has been working on criminal and criminal procedure law.
